June 8 was first proposed at the 1992 Earth Summit in Rio de Janeiro and was formally recognized by the UN General Assembly in 2008, aiming to raise awareness of the ocean's role in everyday life and mobilize action for its protection.

The observance addresses issues including marine conservation, plastic pollution, and sustainable fisheries, coordinated internationally through UN agencies and ocean conservation organizations.

The ocean is estimated to produce more than half of the world's oxygen and absorb roughly a quarter of human carbon dioxide emissions, statistics frequently cited in the day's public messaging.

The 1992 Rio Earth Summit that first proposed the day also produced Agenda 21, a broad UN sustainable development action plan whose ocean-related provisions directly informed the day's eventual creation.

The day's official theme in various years has spotlighted specific issues including deep-sea mining, coral reef bleaching, and the growing scale of ocean plastic pollution, tailoring the broad conservation message to a specific annual focus.
